• Develop and implement Standard Operating Procedures (SOP) and guidelines • Responsible for overall manpower planning, deployment, scheduling, coordination and supervision of department. • Prepare the overall manpower loading and reporting to Management • Ensure the execution of Project Execution Plan (PEP), including project schedule and budgetary control • Oversee budgeting, reporting, planning, and auditing • Liaise with other Departments for smooth operation • Manage the Operation Department, including the overseeing of all day-to-day project activities • Assist to promote company culture that encourages top performance and high morale • Identify and address risks and opportunities for the company • Develop risk management contingency plan in the operation of the Department • Lead and organize the Occupational Health and Safety (OHS) Committee • Conduct the monthly safety meeting with OHS Committee • Enforce OHS requirements of staff and workers at workplace • Support worker communication with the Management team • Ensure and maintain proper documentation in the Department • Responsible for identifying and recording workers’ skills competency • Recommend workforce training and courses to Management according to operational needs • Approve leave application for the operation team • Manage the OPS Department request for supply labour and coordinate with HR according to project needs • Conduct ship inspection as required • Initiate post mortem meeting review after project completion
• Bachelor’s degree in engineering, Business Management, Operations Management, or a related field • Certifications in Project Management (e.g., PMP,) – advantageous • Occupational Health and Safety Certification (e.g. OSHA) – advantageous • Any relevant Maritime or Logistics certification (if applicable) • Preferred minimum 5–10 years of experience in operations, project management, or manpower planning • Proven track record in managing teams, workforce planning, and operational execution • Experience in budgeting, auditing, and compliance • Prior experience in the marine, shipyard, or construction industry (if applicable) • Strong leadership and team management – ability to lead and motivate teams • Excellent organizational and planning skills – managing schedules, manpower, and resources • Project management and problem-solving – handling risks, opportunities, and post-project reviews • Knowledge of OHS regulations – ensuring compliance with safety standards • Good communication and stakeholder management – liaising with other departments and workers • Proficiency in MS Office and ERP systems
