Contracting Management: Develop the contracting strategy appropriate for the project scope, overall project strategy, and contractor market conditions. Be involved as early as the Investment Proposal stage in the development of the contracting strategy to ensure alignment with project objectives and procurement policies. Manage the contractor pre-qualification process to ensure only capable and qualified contractors participate in the tender process. Set up contracts and manage the execution of potential scope changes and schedule obstacles in close cooperation and alignment with the Project Manager. Manage the tendering and contracting process from preparation through evaluation and negotiation up to the final contract award. Establish the contracting and sourcing plan and organize Division or Global tender board processes in accordance with the Global Tender Procedure and internal governance requirements. Supplier Management: Organize and manage pre-qualification processes for tenders under allocation to ensure a reliable pool of qualified suppliers and contractors. Ensure the approved vendor list is regularly reviewed and updated with qualified vendors and contractors who meet company standards. Organize and conduct contractor site visits for growth projects when required to support project planning and evaluation activities. Contract Management: Ensure proper implementation, monitoring, and follow-up of procurement contracts throughout the contract lifecycle. Facilitate contract visibility and accessibility to relevant stakeholders to support effective contract utilization. Ensure contracts are applied appropriately and consistently in accordance with established procurement procedures. Ensure supplier contracts are managed in line with Procurement Policies and principles to maintain full compliance with company standards. Evaluate and improve contract utilization and work with stakeholders to determine contract development actions such as modification, renewal, or termination when necessary. Work closely with the Project Manager to negotiate variation orders and manage contractual changes for growth projects. Purchase to Pay: Effectively execute or manage the relevant Sourcing and Procurement steps within the Purchase-to-Pay process including Request, Approve, Order, Expedite, and Receive to ensure the correct service or product is delivered at the right place and time. Utilize the supporting ERP system effectively to support procurement activities and maintain accurate records. Tendering: For purchases exceeding SGD 40,000 without a framework agreement, execute and manage an optimal supplier selection process. This includes conducting internal and market analysis, determining selection criteria, developing and evaluating RFIs and RFPs, organizing clarification meetings, communicating with bidders, and collaborating closely with internal business partners throughout the process. Project and Category Strategy Development: Based on the key categories within the procurement plan, develop and implement project and category strategies. Conduct internal and external analyses and define strategies together with stakeholders to realize, secure, and sustain optimal value for the business in terms of cost efficiency, operational performance, and risk management. Budget: Execute the annual terminal procurement plan and budget according to assigned allocation. Perform spend analysis, contract analysis, category reviews, and process improvement assessments to identify initiatives for inclusion in the annual procurement planning and budgeting cycle. Align the procurement plan with relevant stakeholders and oversee the effective execution of the plan. Continuous Improvement: Continuously review Sourcing and Procurement policies, standards, and systems and propose improvements to the Purchase-to-Pay process to the Manager of Sourcing and Procurement. Performance Measurement: Understand, measure, and analyse procurement processes and performance by monitoring global and local KPIs such as Purchase-to-Pay efficiency, cost savings, and contractor safety performance. Provide recommendations to improve procurement performance, operational efficiency, and overall business outcomes.
Degree in Supply Chain/Business/Engineering or related studies At least 5 years of relevant Buyer’s scope, Contract Management, Supply Management and Negotiation, preferably in a similar industry, and at least 3 years’ experience in procurement, sales, business development, project management, plant operations, or product supply Strong commercial awareness and experience of Contract Law Proven experience in contract negotiations & vendor management Strong negotiation and communication skills Analytical and decisive with high initiative A quick-learner, a good team player as well as possess the aptitude to work well independently Excellent interpersonal skills Proficient in MS Office application and ERP system
